The decision about Urdaibai is not just about a wetland. It’s about whether conservation designations carry real weight. The legal framework exists; now it needs to be enforced.
The future of the Urdaibai Biosphere Reserve is at risk: despite the fact that the reserve´s tourist capacity is already exceeded and its regulatory framework
does not allow for such projects, the Provincial Government of Bizkaia, the Basque Government and the Spanish Central Government are insisting on the extension of the Guggenheim Museum Bilbao with two venues in the heart of the estuary, with the associated installation of all the supporting infrastructure that this would entail.
It is a project that has been imposed from outside, that does not respond to the needs of the inhabitants of the area and is intended to benefit only a few
people. Nor is it related to the conservation, social and economic objectives of the reserve, which would be significantly and irreversibly affected.
Urdaibai offers a spectacular landscape brimming with biological diversity, cultural and historical heritage and its inhabitants have strongly rejected this project. It is the only Biosphere Reserve in the Autonomous Community of the Basque Country and most of it is protected under the EU Natura 2000 Network and the international RAMSAR Convention.
